How can people in the 3rd world benefit from Pursuance?

How about an app that would allow a person to coordinate the movements of people at a protest? Instead of a mob of people gathered somewhere more or less pell mell, imagine sending off, say 100 protesters in one direction, and a similar number in another? Maybe something like this could confound countermeasures? Someone controlling the protest might be able to send groups of 50 or more to many different points in a city, an centrally control what everyone is doing kind of like the way Napoleon did on the battle field. There is no software for protest, that I'm aware of, but I do think it's needed, so I hope you will take this suggestion under advisement.
